THE PROJECT
PEC 44/2023: Accident and Disaster Prevention
The Proposed Amendment to the Constitution (PEC) 44/2023, currently under consideration in the National Congress, aims to require cities to invest a specific percentage of their resources in accident and disaster prevention.
Inspired by tragedies and floods, such as those in Rio Grande do Sul and Petrópolis, the PEC is promoted by Congressman Bibo Nunes (PL/RS) in commitment to public safety.
Objective of PEC 44/2023
PEC 44/2023 amends article 166 of the Federal Constitution and adds article 138 to the Transitional Constitutional Provisions Act. The proposal allocates part of the resources from individual and state bench amendments, as well as part of the Union's budget, for actions related to:
- Prevention
- Mitigation
- Preparation
- Response
- Disaster recovery
Support for Public Authorities
The purpose of the project is to provide support to municipal, state, and federal governments, ensuring they have the necessary resources to implement and maintain effective disaster prevention and response measures.
PEC 44/2023 represents an important step to ensure the safety and resilience of Brazilian cities in the face of adverse events such as floods and landslides.
